I wouldn't run a 7950 on that psu 

PC: Corsair C70 Arctic, FX 9370, Corsair H80i, Gigabyte 990fxa-ud3, Corsair Vengence 16gb, Palit JetStream GTX 970, OCZ Vertex 4 128gb and Western Digital Blue 1Tb + 500gb, Antec Gamer 520w

Peripherals: Logitech G19 and SteelSeries Sensei RAW

Toshiba L50-A: i7 4700mq, 8gb, 1TB HDD, GT 740M 2gb

Still you don't have to make 5 different threads in a little time window in the same section to ask questions. Just say "Oh one  more thing what should i xxxxxx"

Ram is probably the safest thing to buy used so i would say yes it would probably be good,  But look for a seller that is selling a 2x 4gb kit instead of a 3x 2gb kit because that limits your expandability and being able to take it over to a new pc build if you intend to do so.

Do u know where i could buy a spahire raedon 7950 cheapest also if i got that would it be cmpatible wiht thse parts

I don't know where you live so i couldn't do that, And i would get a 550W-650W psu if you intend to overclock a bit. And yes it could be fine to use the card with those parts.

Your budget is too tight to effectively get a 7950 in there.
