So the issue I'm having is that when I post on a topic and someone else replies to the topic,  I don't receive any kind of notification saying like [USER] has replied to [X Minutes ago]

This does happen on other forums I've used like XenForo, etc.

The browser I'm using is Chrome 51.

In what way? They both use the same rendering and javascript engines (Blink and V8 respectively), so should perform almost exactly the same.

chrome gives me double notifications old notifications ignore notifications

opera just works the way it is supposed to

That's weird. I would say it's even weirder that it only seems to be affecting you, because nobody else has reported it, but in my experience the lack of reports doesn't actually mean very much.

its not exactly what I would call a forum breaking bug

Very few of the bugs are, but that doesn't mean that they should go unfixed. You have no idea how frustrating it is to see people complaining that they don't like something, or that something doesn't work, when someone else mentions it, because if people don't report things, they can't get changed. If something is a bug (as opposed to a feature that is missing), it is usually fairly easy to fix, and if not, it can just be reported to the forum software devs, who can fix it. A lot of the bugs that they fix are fairly minor, but by fixing it they make your experience slightly better; if each of the over 9000 bugs in their bug tracker that have been marked as fixed or closed for whatever reason made even a slight difference to your experience, the combination of all the bug fixes makes the suite far better than it was on release (which is very definitely true).

Please don't use "it's too minor" as an excuse to not report a bug,

Not saying it should go unreported I am saying that it is the reason that most of them go unreported
