Isn't the Razer just a dev kit? I wouldn't drop money on it. It also looks like it's just the headset, and doesn't come with any sensors or controllers. Both of which the Vive comes with. The controllers can be quite costly on their own.

I would go with the Vive. I don't know much about the Razer, but currently I think that the Vive would get more use. Personally I would wait to buy VR unless you really want to be on the cutting edge because it's very susceptible to change :)

Yeah. Im getting a Broadwel-E or Skylake-X (Depends on when I make it) build that will probably have a GTX 1070
