Can you UNDERCLOCK a non-k CPU?

Without a BIOS flash. I don't want to deal with that.

You can underclock your CPU in the advanced power options menu under Maximum processor state.

Yes.

For example :
Switch off Turbo mode, and if MB can lower the Vcore, you should be golden :)

It does it automatically. It's called EIST. My 3.5GHz 6 cores under clocks to 800MHz when it's idle. And then it feels like I'm running winMe with a 5400rpm HDD. :D

I have 3000MHz RAM. It's a nice motherboard. I'm planning on upgrading. The audio is great. It looks great.

 

The amount of reasons I could have a Z170 board for, regardless of my CPU, is what makes that comment ignorant, and it will never not be ignorant.

its not ignorant if you didnt justify the reasoning earlier
especially considering you are asking about underclocking 
given that information with no other details it would be easy for a reasonable person to think you didnt know what you were doing.

now that you have explained it makes sense.

The whole concept of jumping to conclusions or making assumptions is naturally ignorant. If you had just asked without the condescending tone or showing that you thought I was an idiot, it would have been a perfectly fine question.
