Get Windows 7/8 and upgrade it, you can probably save $50 which you could spend on a used core i5, along with your budget for the CPU.

The Toaster Project! Northern Bee!

And then you can afford yourself a pretty good upgrade

Edit: Also if you can wait for the new generation of graphics cards you'll get a much better GPU value. Perhaps hold out on buyin a GPU for now and get the best one once those are out (we don't have dates yet, before end of summer probably).

Edit2: If you already had a TV, you can use that for your PC instead of getting a monitor :) If you wanna do that you could upgrade to a much better gaming setup (like, an order of magnitude better thanks to the new RX 480)

We have a NEW and GLORIOUSER-ER-ER PSU Tier List Now. (dammit @LukeSavenije stop coming up with new ones)

While i heavily disagree on the core i3 due its dual core-iness, this a much more solid solution i'd go for an FX 6300 and a am3+ motherboard, hence the more core cpu will handle games like BF4 much better, BUT its an old platform pretty much dead by know, so @Energycore list its a must go here, also, never go for an APU if you get a dedicated GPU, instead use the Athlon 880k

The i3 still shows as 4 cores so games don't tank performance; I still recommend it. For anyone who wants to buy AMD, waiting up for the AM4 plaftorm and getting an APU for that to later on upgrade is probably a good idea. Memory bandwidth has been shown to matter in games, and DDR4 is quite the upgrade in that respect.

For anyone with sub-$500 budget, i do recommend the Athlon 880K, its cooler is good for OC

Well if my dead now core i5 rised to 100% while on DS3 BF3/4 and GTA V i doubt the 4 "fake" cores of the i3 would handle it better, i usually dont recomend i3 for its high price but for e-sports and mainstream gaming its really good

The EVGA 500B doesn't break ATX spec and is fine for budget systems, it won't last as long as a S12II or GQ, but it also won't kill a computer. And the inclusion of PCI-E power connectors is always a plus, the EWG 380W is Tier 4 (but I've a feeling we're using a different tier list here), is loud and can't take on a graphics card past the lower of power consumption.

For anyone who wants an upgrade for $3, there's the 600B, although the CXM450 sometimes goes for $45 and the 430W S12II sometimes goes for cheap as well. (As a CXM450 I can tell you it's not a loud PSU, under load it's not louder than my hard drives).

For anyone who can pick up an i5, it's worth it. I just don't like recommending an FX processor because we're so close to getting a new architecture that obsoletes the AM3 platform

same here, i only recomend it, if the budget has 2 choices, an i3 or an fx 8320E, in wich by all means get the 8320E but thats another story when having more cores is a must for the pc and not for gaming

IPC, ever heard of it? skylake has like a 45%~ IPC better than a FX chip or that athlon. Depending on the game he plays,  unless the game utilises all 6 cores of that 6300, the i3 will preform better.

Looking at my signature are we now? Well too bad there's nothing here...

This so much. Too little people recommend overkill processors that'd allow someone to game while running an antivirus scan or wathching videos (jesus Twitch takes so much CPU, it's just video decoding and Youtube's player takes way less)

Gotcha. Well, if you can convince the user of this computer to run unactivated Windows so they can get a better computer, do it
