Cheap GPS solution

so I need a GPS tracer for very cheap that can go anywhere and i can look and see where is is via phone or internet or something like that. I have a atnt phone with no service also.

Buy a old phone. They have gpu and celluar and if you want you can log gps

So would i have to get service? and is there a prepaid internet?

Most phones comes with a built in gps, you just need to get an app that can use it like Navmii GPS World (Navfree) or something.

To download the app, yes. But it should work offline, I use it all the time when I go to the states and I never bother getting a roaming plan.
