They are underclocked and have to share memory bandwidth with the cpu, they don't compare with their PC counterpart.

Actually no. Xbone has 32Mb eDRAM so it's not being crippled and PS4 is running full speed GDDR5

I meant that they are APUs and share the same memory, not separate like a regular pc. The PS4 is actually between the 7850 and 7870 in terms of SP with 1152, but is clocked lower than either at 800 MHz (and R7 265 and R7 370 also), so at best it could perform like a stock 7850.

 

If you compare APUs and the gpu that their igpu is based on, they perform much worse. Console APUs are most likely better optimized and with the help of GDDR5 and eDRAM like you say are probably closer, but not quite up to par.

The low-level APIs make a HUGE difference - as we saw with A-sync and ashes, AMD's GCN hardware could be pushed upwards of 30% further if the game is coded for it (as it is there)

RX 460 should be competing with a 380x so it would definitely be faster than the PS4 which is probably a little bit slower than a 7850/R7 265/R7 370.
