Is there a program I can rotate a image 360 times?

Do you mean creating a 360 image or let the image turn 360 degree's which will have no difference to the original image.

Let the image turn 360 times, because I am trying to make a gif where a image is spinning

It's a transparent background image, plus, doesnt paint only rotate it 180 and 90? I need the 1 image to be rotated 359 times, then batch saved into a folder into 359 images in a folder.

at work so can't really show you anything, you can always search on YouTube for tutorials, there are plenty.

I've done some searching and one tutorial seems to be 7 years old, which doesnt really work, unless if I missed a step, other tutorials show vertical rotation

Click on the layer, open the transform properties, click the clock next to rotation, move the timeline a second or so later, set the rotation to 1x, 0 degrees.
