HELP Low CPU Usage and GPU Usage

I recently upgraded from a GTX 780 to a GTX 980Ti. Whenever I play a game the GPU usage will change between 98-70% usage. I know that before with my 780 the usage was always high 90's. I ran the heaven benchmark and everything was fine GPU usage was 99%. I'm wondering if it's the game I'm playing or some sort of driver issue

Specs:

MSI GTX 980Ti

i7 4770k

EVGA 1000P2 PSU

Asus Maximus Hero VI

16GB 2400MHZ DDR3 RAM

But I don't have V-Sync on so it should always be running high 90's in the usage

I have been playing BF4, Battlefront, The Division. It doesn't seem to happen in GTA V. I usually get over 100FPS I know that's not low but it goes as high as 180 to as low as 70 sometimes.

If your over 100 fps then it might be cpu limited, don't worry about it. Your gpu usage will increse when games get more demanding.

Forgot to mention it also stutters a lot. sometimes it will go as low as 0% and totally make my game freeze. Any explanation for that?

No idea why.Try updating drivers. Maybe background stuff.

should upgrade your CPU to something more suited for gaming like 6950X minimum

you believe everything you see on the internet even if your own first hand experience tells you otherwise?

then how do you explain what's happening with your system? why does it stutter?
