It will do with the use of XMP (enabled through the BIOS).

I don't think trusting a $10 OEM PSU (like you said) is a good idea with 280w (max load). So I added a cheap EVGA one, cheapest that was 80+ that I would trust (Even then I don't trust cheap PSU's). But hey, it's your money dude. Spend it how you want.

XMP is just set profiles that manufacturers apply to their RAM to have it at higher speeds than what Intel sets.
