Yes, any FX processor is unlocked to overclock. Whether or not it reaches to 4.00GHz would depend on your particular chip but for the most part they should be fine.

While I don't trust ASRock's quality on the AM3+ socket, you should be able to get a very healthy overclock, possibly 4.5GHz on the high-end if you'd like to stretch it.

ASRock makes a great board. And 4.5GHz on an FX is very easy. Got 5.2 on my 4300.
