Does Console coding/modding require a good GPU?

I'm deciding on a PC for a friend who does coding and modding for Xbox and PS3. Is Console Coding/Modding GPU bound because he's on tight budget so I need to decide on getting a good CPU but crappy GPU/iGPU or a mid-tier CPU and okay GPU

well if you want to actually test the mods at full quality, yeah
