To clarify I dont mean 4-way SLI which is different I mean Quad SLI which is two dual GPU cards.

I have a 4790k which has 16 PCI-E lanes. Each GPU requires 8. However dual GPU cards have a PLX switch that allows the two cards to communicate. On my old motherboard the PLX chip added more lanes. Would this mean that I can do quad SLI?

I believe it will work since they have onboard PLX chips.

Its more of a why not thing. One is already beyond my needs.

If the PSU supports it (it does).

The motherboard supports it (which is appears like it).

And I cant sell my 690 (thanks people that agree on a deal and never reply).

I did have a HD 4670 with a GTX 650 and a GT520 with a 1300w G2.

Found a (very sketchy) person on reddit who did it lets see what they have to say
