I currently have a corsair cx600M. I know its not the best quality of power, but I play on upgrading it. Can that run a 1070 (for now until I upgrade). Cpu i5 4690k 16 gigs of ram and a nitro 390. (current specs)

Yeah, you'll be fine. I wouldn't bother upgrading since the 1070 produces so little heat and needs so little power. A CX600M isn't amazing but I'd honestly be OK running one with a 1070.
