It can but not to a point of danger, burning, or any danger IF the PSU is a good quality one. However, if it's a bad brand, it can have possible problems.

im talking about the metal cover on the PSU itself... @Windspeed36 @Bluejay0

If the case is hot enough for you to force your hand hand when you touch it then there is a problem.

It gets warm (TX650 V2) but I don't think it will be hot enough to burn stuff. I would try to get a little space between the cable and the psu case in order to avoid getting the LEDs warm.

It would depend on the PSU, of course it will get abit warm as metal conducts heat. But the severity of the heat differs as to how well it cools itself.
