I currently have a Dell optiplex 7010 with the i5 3470 processor 4GB RAM and I'm playing blade&soul using the integrated graphics, running it on the lowest setting possible and still getting less than 40fps on average. Should I buy a graphics card to play the game on better settings? or should I build a new PC instead?

Getting a GPU is the way to go.

 

But before you do that, add in a new power supply and another stick of RAM.

Definitely buy a PSU. You can easily get a 500w unit from Seasonic for like $50 then another stick of RAM of course. 8GB is the least any system should have. For a GPU with new ones coming out you could look into getting the RX 480 since it's supposed to be $200 or you can check Newegg of the R9 series or GTX 900 series cards aas they should start to lower in price soon. Also check out GPU Shack for a good deal on a refurbished used GPU.

Hunt for a used Gtx 960. Or perhaps an R9 280 / 380. You can most likely find one of those at that price range.

The optiplex comes in different chasis sizes. 

 

Yours is very likely the slim tower one. If it is, you have to find a half bracket card. 

 

Usually gt cards have those. Or a 750 ti(harder to find). Those cards will already be enough for your blade and soul.

 

When you reach end game in bns. Cpu power is more important.

do you have a 6 pin power connector? if not your pretty screwed upgrading the graphics card till you upgrade your power supply unit to the appropiate setup for whatever card you have. If you only have a 6 pin connector i recommend getting a 480 in a month.
