You should get the 880K, higher clocks, same TDP. Or if AMD releases any Bristol Ridge pure CPUs you'd better of with one of those, you'd be able to upgrade to without getting a new motherboard and RAM.

You don't want to get an AMD CPU right now. They're old and slow and worthwhile replacements are imminent.

The 860k will still be a good budget cpu, and they could still be a long time before the zen cpus hit the market, and who knows what they will actually offer.

But OP for the motherboard I would pick one that has the features that you want, all of the motherboards would would fine, but features like m.2, or usb type c may cost more.

 •E5-2670 @2.7GHz • Intel DX79SI • EVGA 970 SSC• GSkill Sniper 8Gb ddr3 • Corsair Spec 02 • Corsair RM750 • HyperX 120Gb SSD • Hitachi 2Tb HDD •

I think that, unless there's some absolute and unchanging fixed low budget (which is almost never the case), it's better to save up a little more for an i3 than to get the 860K. The latter option cripples upgradability, limits available features, and is already outdated.

I'm not too knowledgeable about FM2+ motherboards, but I can say wait for the RX 480 as a GPU.
