I was thing along the lines of a Kb/mouse, but I don't want to get him something that he'll replace with like a corsair or razer peripheral. 

 

And any ram with a heats Prendergast here stupidly expensive because of import duties.

Red leds always make PCs work faster.

 

Help your friend out by gifting him some LEDs? don't think he can replace LEDs unless he buys his own or gets one of those chroma ones. (and of course the LEDs should be somewhat easy to install.)

HP Pavilion p007tx (i5 4210u, gt840m, 8GB DDR3 memory and a 1 TB HDD that makes cool sounds when booting up) 

Since my laptop can't run modern games too well I use a PS4

I think the LED lighting would be the best, provided he has a windowed case.

LED's would likely last longer and move build to build over a mouse pad. I would recommend the new Alchemy 2.0 LED strips from Bit Fenix. They are about $25 USD and they have magnets in them so no more issues with the tape or glue wearing out.

Yeah. Alchemies are awesome, but again, really expensive in South Africa. R650,$40. Howeverq, I might go for a cheaper LEd strip.

You can get him a small flash drive he can put on his key chain. I got one a couple months ago and use it almost daily since.

I have a Kingston USB 3.1 32GB flash drive and it was about 14 euros.
