Vsync will lock in 15 fps increments. 30, 45, 60 depending on the framerate you're closer to. If you are getting around 50 with peaks around 65 it should drop to 45. Some games even have a 55 lock. Sounds like it's skipping 45.

I recently got Crysis 3, and when i turn Vsync in game on it stays at 30fps(yes adaptive Vsync in Nvidia settings is also on) but when i tirn it off it goes above the frame rate of my monitor(just by a bit) is there a solution?
