Depends on your viewing distance and monitor size. If you have a larger monitor or are closer to it, a higher resolution is better.

 

Personally 1080p is perfectly fine. One day, I'll get a 1440p monitor but there's not a huge difference in my opinion.

Low graphics just means shit quality textures, doesn't matter if you render that at 4K or 1080p..

 

1080p High > 4K Low

Do older games(pre 4k) run at 4k, or will they just be the same( like instead of one red pixel there would be 4?)

 

Will a low end graphics card be able to at least play a video at 4k?

depends on your screen size

Textures will look better on 1080 high but edges and general geometry might be better in 4k. I doubt that a card would be able to hit comparable Framerate in 4k and 1080 if you just dial down to low settings base on the fact of 4 times the pixel count.
