It kinda depends. If you want to show off something to a customer, you would want to use 3D. If you want to make plans for the contractor to build the thang, you need 2D.

 

I believe it is more CPU intensive, but it depends on the software. In my experience, Autodesk products are rather CPU heavy with some GPU acceleration, but something like Solidworks can take advantage of GPUs.

mostly CPU but some programs are GPU accelerated 

in which case a GPU can be a huge improvement
