why is this happening

so i am on you tube TRYING to watch a ltt video, and every few seconds, the clip stops, and there is this little circle of dots in the middle of the screen rotating. i know what this means, that i am watching the video faster than it is downloading. but why, i checked my internet speed, which today, at this point in time at 28mbps. which is not terrible, and my machine is certainly up to the task. ( i-5 6500, 16gb ram, 1tb wd blue, msi csm b150m pro-vhl, running win 10) i checked in task manager (with the video stopped obviously) and the cpu is only @ 3%, and the memory is @ 19%, so i do not think there is a bottle neck internally. this has happened 2 other times. the first time my son was downloading a new game. and the second our internet was crazy slow, which was corrected with a phone call to charter. but this time, i am not finding an easy answer.

its called buffering

 

and it happens if someone else on the same network is downloading heavily

or when your ISP is having issues handling local traffic

It may be that your ISP is specifically slowing down your stream connection, as I've heard some do. Try this link, it shows how you can bypass such a thing if that's the issue.

Do you use Chrome?

 

Due to the way it works and how it uses PC resources differently to other browsers sometimes it can get slowed down by either a back end GPU process or a windows task manager system process such as update module installer, service host or system.exe which is always running...!

 

Try restarting the PC and this might actually and weirdly enough help!

It could also be a problem on YouTube's end. Does this always happen or did it just start happening right now?
