so im currently on the fence with this as in im not quite sure how to determine how bad the storm/lightning has to be to warrent turning pc off etc any advice would be welcome. i do have a belkin surge protector but no ups, i do know a surge protector isnt enough to stop lightning

When my pc was in the hands of my uncle there was a lighting storm. He had surge protectors but the onbaord graphics dose not work. and occasionally the north and south bridge have a wobble. If there is meant to be lighting on the way just wait until it passes. I would go as far to unplug my PC from the wall to to be on the safe side.

Have you tried turning it off and on again?

If the house is shaking and the lights flicker get it off right away. Otherwise it's kinda hard to say, it mostly depends on how good your power lines are to that house. Low current can be as bad as too much.

It will basically suppress the worst of it but it doesn't guarantee anything as even with a surge protector it is possible at times to have components get damaged in the process, mainly in most situations the PSU.
