If you're basically just using a web browser, why not get a laptop?
I love building computers, but this case seems to lend better to a laptop

i7 4790k | MSI Z97S SLI Krait Edition | G.Skill Ripjaws X 16 GB | Samsung 850 EVO 500 GB | 2x Seagate Barracuda 2TB | MSI GTX 970 Twin Frozr V | Fractal Design R4 | EVGA 650W

A gaming PC for your budget: $800 - $1000 - $1500 - $1800 - $2600 - $9001

Including peripherals and OS in a budget of $400 makes things incredibly difficult.

yes

400 for a desktop, monitor, mouse and keyboard. Yikes! your best bet is to get a refurbished desktop out of a school or business somewhere. Do a Google search for any local pc refurbish and repair centres and see what they have, :)

Note that the Keyboard / Mouse bundle has gamey looks. We can pick something else if you like although I like backlit keyboard / mice since it helps to see where keys are when the lights are dim.

We have a NEW and GLORIOUSER-ER-ER PSU Tier List Now. (dammit @LukeSavenije stop coming up with new ones)

You can check out the old one that gave joy to so many across the land here

I believe the SSD will provide better office task performance compared to the i3. Is it possible to include both in the build though.

I'm going to be completely honest, at this price point get a pre-built. I just bought an AMD A10 based build with 8gb ram and  windows 8.1 for $400 AUD.  Get a prebuilt mate, less probllems  and better price.
