I'm just going to be a dumb person since I don't know much about network troubleshooting other than basics but that sounds to me the computer has something that eats up bandwidth, like trying to download a dozen torrents at once without restriction or some kind of malware is on there.

 

It'd be good to check the computer's network activity when it's connected to see if its going off the rails.

I highly suspect your brother's PC may have torrent or malware running in the background.

 

before you connect that PC to the network

 

download Malwarebytes here https://www.malwarebytes.org/  and ComboFix http://www.bleepingcomputer.com/download/combofix/

 

do a deep scan of the PC to be sure nothing is running

 

 

ask your brother what kind of stuffs is he visiting on the PC.

 

Netflix, Youtube and video streaming websites do eat a ton of bandwidth, so if he insist on watching them

 

you may want to limit the bandwidth going to his PC so that the other PCs can still use the internet without interruption.

 

Most routers should support Quality of Service, so be sure to make use of that and put a password lock on the router so that he cant simply unlock the bandwidth limit again and choke the internet.

 

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
