Your PSU will need a 6 pin connector.

Yes, you can quite easily run that on a 300w PSU.
Just make sure your PSU has a PCI-e 6-pin power connector to power the GTX950 and that the PSU itself has a decent quality and is at least 80+ bronze certified.

750 Ti then. The 950 system you have in mind will either need a high-quality 300W or more power
