Hello i currently have 8GB 1333mhz ram (corsair XMS3)

and i was thinking of upgrading to 16GB 1600mhz (Corsair Vengeance Pro)

Will i notice a difference when loading games, fps, or anything other?

lets say i have 16gb 1333mhz and upgrading to  16GB 1600mhz, would i notice a difference there?

You will barely notice a thing. RAM speed are negligible. If you can afford to get 1600 mhz then go for it. Anything higher is too expensive for too little of a gain.

Setup: i5 4670k @ 4.2 Ghz, Corsair H100i Cooler, Corsair Vengeance Pro 16GB Ram @ 1600 Mhz, MSI Z87-GD65 Motherboard, Corsair GS700 2013 edition PSU, MSI GTX 770 Lightning, Samsung EVO 120 SSD + 2TB&1TB Seagate Barracudas, BenQ XL2411T Monitor, Sennheiser HD 598 Headphones + AntLion ModMic 4.0

The difference between 1333 and 1600 is minuscule. Not worth going out of your way to get, UNLESS you have an APU, in which case get the fastest RAM you can. And 8GB is more than enough RAM for gaming.

CPU: Ryzen 5 3600 @ Stock, CPU cooler: Dark Rock 4, Motherboard: MSI B450M PRO-M2 MAX, RAM: 2x8GB Crucial Ballistix DDR4 @ 3000Mhz, GPU: EVGA GTX 1080 ACX 3.0, SSD: Crucial P1 1TB M.2 + 2x120GB SSDs, Case: Corsair 110R, PSU: Corsair TX650M, OS: Windows 10 64-bit.

You won't notice a difference if you don't have an APU. If you have slots still open, it's recommend you just add to the 8GB you already have.

unless you are using a Integrated GPU of a APU then there is not performance gain from going to 1600Mhz, and there is no gain from getting more RAM unless you are doing heavy Video and 3D rendering and stuff like that.

Unless you intend to play Battlefield 4 or Star Citizen.

I went from 2x4GB 1600MHz in dual channel to 1x8GB 1600MHz in single channel. That's halve the available bandwidth. Never ever noticed any difference

You won't really notice a difference imo. I would only upgrade your ram to 16gb if you feel that you don't have enough ram to run all your applications.

The difference really depends on what applications you're running in the background.  There are several other ways to improve performance for the metrics you described

SSD = load times.

Video Card = FPS

If you need the 16Gb than I can justify the upgrade. If not, r.g. you use the PC for gaming, no serious work, you don't need the 16Gb.

Like people above me said, if you use Intel you won't benefit from faster ram. Rather try to get a CL9 rated ram.

Intel 4770k@4.6GHz, ASUS ROG Maximus VI Hero, Kingston HyperX Beast 2x8GB 2400MHz CL11, Gigabyte GTX 1070 Gaming, Kingston HyperX 3k 240GB - RAID0 (2x120Gb), 2xWD 1TB (Blue and Green), Corsair H100i, Corsair AX860, CoolerMaster HAF X, ASUS STRIX Tactic pro, Logitech G400S, HyperX Cloud II, Logitech X530, Acer Predator X34.
