hello guys i would like to ask if all liquid coolers will fit on lga 1151 socket

Not all, but a vast majority of ones in production will.

Double check the compatibility list before buying anything though!

well also imbuilding this pc for my friend ill ship it to him and im trying to makeit as budget as possible mayibe you could recommend cheapest cooling method air or water andmayibe model?

CM Hyper 212 EVO is one of the best budget cooling solutions.

on topic: if they're LGA1150/1155/1156 it should be fine.

Doesn't have to be a sex joke, just zip tie the cooler to the motherboard and make it fit lol

Also take a look at Cryorig H7 i prefer it over the CM 212 and it looks nice in my op
