A few weeks ago my ISP decided to work on my connection because I had "packet loss problems" (spoiler: I've never had them before) and ever since they "fixed" those problems I've been getting a lot of packet loss...

I check it via teamspeak and it says I only have packet loss out:

I've already asked my ISP and they want to send someone over. But when it's my fault I need to pay a lot of money for the visit..

 

So my question was if packet loss out is a problem on my end or my isp's end?

Packet loss is simply bits of information from your computer (or from a server) getting put in a dark void of nothingness before they reach their destination. This can be either your network or theirs. IMO, the best way to check would be to just plug your computer directly into your modem (make sure you have a firewall enabled first) and check if the issue persists. If it does, then it is likely the ISPs fault. If it doesn't, then it is likely your equipment's fault.

 

Also, just to make sure it isn't just a single program, you may want to try the ping command (Google should explain how it works).

Try plugging your computer into the modem and then run the following test:

http://www.pingtest.net/

It will give you an idea of general packet loss.
