If you're going to use those headphones, I would highly recommend using the V-Moda BoomPro microphone. http://www.amazon.com/V-MODA-BoomPro-Gaming-Headset-Headphone/dp/B00BJ17WKK/ref=pd_bxgy_23_img_2?ie=UTF8&refRID=1A5JY1NVB231NJFTZRTM

what makes that beat a snowball

If you're just doing some gaming and/or Skype, it's going to be a far better solution as it's not going to pick up a ton of background noise. People really underestimate how much a condenser microphone picks up. It's quite unpleasant hearing every single thing going on in your room/house. Those are the people that immediately get muted.

but if i use the snowball in close range to my mouth with the stand wont it be able to cancel out background noise.

It will help, no doubt. Ultimately, it's up to you, but I think you'll end up being disappointed. Like I said, if you're just gaming with your buddies, a condenser microphone isn't the ideal solution.

well the reason im upgrading is because 1. my headset is going out and 2. my friends keep complaining about a buzzing sound so i thought switching to a usb would fix it. and also it would be nice to have a very clear mic. but there are some situations where there background noise, but cant i just  make it register me when im close.

oh you have interference in the mic line in, you could get a usb mic that would remove the noise or you can get the mic anomaly recomended and then get a usb sound card. The last option would be to follow @SSL guide for removing noise.

Or it could be a messed up mic in the Siberia.
