Why does my PC run The Witcher 3 in mid-high settings in decent FPS while Fallout 4 won't even open saying (paraphrasing) not powerful enough hardware?

It's an ASUS Laptop with :
CPU : i5 - 4200U

RAM : 8GB
GPU : 840M (2GB) - dedicated. 

Is my laptop pc really that bad ?

Yes.  The dGPU is about as powerful as an iGPU.

 

Intel's Iris Pro iGPUs will beat it.

2. 4200U is an ultra low voltage CPU, meant for machines like ultrabooks, where games are not even expected to run.

Its not exactly a powerhouse

 

it SHOULD run the game though, not sure why you are having issues

there are videos online of the game running, make sure you have all the latest graphics drivers installed

1366x768 minimum-medium settings should be fine, this laptop's MR HD5650, which is from 2010, can run FO4 and TW3 (albeit with a lot of SSS thrashing, 4GB RAM is barely enough for Skyrim, let alone the 1GB DDR3 1600 vRAM which spills over to the DDR3 1333 RAM).

1) that i5 has 2 cores and 4 threads, 1.6-2.6ghz after boost

2) the 840M is not a strong GPU to begin with

 

regardless, it should still run the game, make sure you have the proper gpu driver installed

(i recommend 361.xx or 362.xx, like the 361.91, dont get 364.xx drivers unless you play the latest titles)

I think he can run the game(FO4), but not at med/high settings.

 

FO4 is CPU and GPU power hungry.  Maybe low settings, 15-25 FPS.  Just wild guess though.

I'd actually recommend not going past 355.98 when it comes to Nvidia's drivers, both my GTX 970 and GTX 650ti 2GB had no end to problems under the newer ones.

FO4 game ready driver is 358.91, so i suggest getting that or later drivers atleast

best get later ones since it might be more stable

That's about what this laptop gets on minimum with the shadow settings modified manually, so it'd probably manage at least 40fps stable-at least. TBH the DDR3 vRAM would be the most limiting factor as usual (even a 20MHz OC with this laptop's vRAM gets a noticeable difference, albeit a small one).

For his sake, I hope you are right.  40FPS avg is almost playable:P
