Was wanting to know what pc is better? The one that i plan on building with these parts

My budget is $800NZD so just want the pc to be able to run league of legends, Black ops 3, Runescape NXT on decent graphics maximum if possible around this price range

your PC would probably do about the same, and you can upgrade that CPU pretty easy to something better when you have the money :) 

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

You might as well buy the pre-built though I don't like the 4300 chip.

At least when some more money comes your way you can get a better FX chip.
Neither system comes with windows or an SSD. Something to keep in mind.

the one you can make, the only real thing the other PC has going for it is the fact that it has a snasy case :P and if you go with the one you build you can easaly swap out the processor for something like a I5 6500 when you have the cash, or even an I3(dont know what the Skylake I3s are called lol) and that would make it way better :)

To Note, I can run League at 60fps on a APU hosting  Intel HD 4000 and RS3 in mid.
So, it doesn't take much to run those two games.

Neither system will really "start up quickly" because you're missing an SSD which makes a huge difference on boot and load times.
But, it'll support your gaming needs and will run smoothly enough for what you need it for.

Used one is like 35 cents per gigabyte, it should be all fine for your needs. And SSDs are pretty solid so just make sure no one used in some all time rewriting data scenario..
