Hey there guys! I just hit a wall with a problem that started occurring yesterday.

I wanted to play some CS:GO with my friends like I do almost every day...and noticed something very disturbing. The game was(and still is) very choppy, stuttery to the point it becomes unplayable.

For an unkown freakin' reason, CS:GO decided to cap itself at 60FPS. And it does it just in fullscreen mode. When in borderless , game runs fine at 200-300 fps as usual.

"Well, then why don't you play in borderless and spare our time with your complain?" - good question.

Well, I cannot adjust the brightness of the game when in borderless, and at default setting which is about half a slider, it is so dark that I can't see the enemies, and it's overall very tiring for the eyes.

What I tried:

-Disabling VSync from game settings and/or config file

-Disabling VSync from Radeon Settings profiles.

-Uninstalled Xbox Game DVR

-Stopped MSI Afterburner

-Searched for a profile in RivaTuner(there was nothing for CS:GO)

-Searched the internet for similar issues, no luck

Anything driver related or software related that I installed or deleted prior to the bug.

-(Installed) MediaTek VCOM driver for rooting my phone. It's an USB driver so I don't think it has anything to do with it.

-(Installed) Kingo ROOT.

-(Updated to beta 16.4.1) AMD Video Driver, but the problem occurred before, that's why I updated it.

And that's about it...

Nothing occurs in other games. It's just CS:GO. I'll reinstall it now and see if anything changes but it's very strange.

Is there anyone encountering a similar issue?

uninstall your current gpu driver using DDU and do a fresh install of the latest one

see if this fixes it

I'll give it a try in a few minutes after the game reinstalls.(If the issue is not solved).

I think that is why it only runs at 60FPS in fullscreen..You need a monitor with a faster refresh time if you want a higher FPS ....Someone correct me if I am wrong

Not true - his monitor can only display 60 frames, his GPU can output tens of thousands

If it's a 60hz monitor and you stuck at 60FPS

I don't see the problem...? :/

a 60hz monitor cannot display 200FPS-300FPS even if you get on your knees and beg

You will not see a difference

It's not about seeing  or displaying frames guys.

CS:GO is a reflex-based shooter.

The game is not locked at 60 it is limited, which means that it drops down => stutter.

This thinks doesn't allow me to play well, it stutters when I scope in with a sniper rifle and moreover, I think it loses frames. Everybody seems to be lagging.

CS:GO is one of the few games that is not smooth at 60FPS even on a 60Hz monitor.

UPDATE>>

Reinstalling the game did not fix anything. Same behavior.

I'll proceed to uninstalling the video driver with DDU and reinstalling it.

"-Disabling VSync from game settings and/or config file " - That included the fps_max command, although I forgot to mention it. My bad.

UPDATE:

I fixed it... with a clean reinstall of the video driver.

But frankly, it's really odd, it worked like a charm until yesterday on the 16.3.2 driver and when the problem started I upgraded to 16.4.1 Hotfix and still didn't solve the issue.

Must've been some corrupted config files isn't it.

Anyways, thanks for the help!
