I believe the 4790k is the fastest CPU available for LGA 1150.

i7 4790k. You shouldn't go with a Xeon unless your friend does some serious server workloads. If you really need speed, go with LGA 2011-3 CPUs.

Lga 1150 only supports dual and quad core chips ;)

If you need more, lga 2011-3 is your friend.

If you need speed AND Cores, look at Haswell-E the cheapest i7 6 core there.

If you need RAM and CORES look at the cheapest or just over cheapest Xeons, 6 cores at 1.6 & 1.9Ghz but support 128GB of RAM

If you are dedicated to LGA 1150, the Xeon e3 1231 V3 is going to be the best bet, it's not the fastest, but for the price it offers the most.

For the Best builds and Price lists here is a world where many points of the price have been predefined already for your convenience!

The Xeon E3 1231 V3 IS BETTER Than the Core i5 4690K and a Significantly better value for the non-overclockers or value shoppers.

The OS is like a kind food, Try it before saying if you like it or don't.

i7-4790k is the fastest of that socket and the Xeon E3-1231 v3 is probably the best performance for value.
