No, no its not.

You're eye ball won't even be able to tell the difference.

You have to do artificial tests that you will never encounter while using it to see the difference.

7ms is good enough i used a "fast" for it's time 12 ms monitor and i switched to a 8ms ( Dell did some magic so it's a 5 ms ), there is a difference, but older monitors lied about specs a lot of the time, so i would say you are safe with 7 today, they are more accurate.

I have a question:

Why do you want this monitor, is it cost or your GPU is not strong enough for full HD resolution?

I must say most monitors that have 1600x900 are low in volume and needlessly expensive vs a 720p monitor, this is an odd resolution

if you are getting a monitor for a laptop, then what are you going to do with your laptop screen? take it off? Otherwise it is going to get in the way of your new monitor.

I get 60 frames at 1080p on a dual core APU. Ask me how.
