wipe it off with a damp cloth, its probably thermal paste

 

and i have a pentium 4 lying around `-`

im going to make it into a pendant soon

Thats not glue but thermal paste. Furthermore, its not THAT fast of a processor. The only way to find more about it is to find the model number.

Pentium 4 is quite an old CPU. It has only one core (with HT at best), so, if you run apps that require only one core (which btw P4 will do great), there is not much to do with it.

Athlon X2 for only 27.31$   Best part lists at different price points   Windows 1.01 running natively on an Eee PC

its also not 45nm. last i checked all p4's were 65nm

Pentium 4, when paired with decent amount of memory and GPU horsepower, is not a bad CPU, especially if it's a Pentium 4 HT.

 

If you can find a decent PCI GPU (I found this one new: http://pcpartpicker.com/part/jaton-video-card-video339pcihlx), it is a pretty damn capable machine. Although you can't play Battlefield 4 1080p, it should be good enough for Minecraft ie.
