It depends on your hardware. Yes, Windows does support up to 4GB of RAM for 32-bit versions, but you may not be able to use 4GB of RAM if you're using integrated graphics because a portion will go to the IGP.

Stick with a 64-bit OS.  Even if you start out with 4GB of RAM, more than likely you will upgrade in the very near future and will need 64-bit.  Windows 7 and Window 8.1 both offer a free upgrade to Windows 10, but that may end this summer if Microsoft doesn't extend the offer.

 

I personally have all three versions in 64-bit on my main computer and I hate to say it, but Windows 10 is pretty damn good.  OS preference is absolutely up to you.

Well I do use Integrated Graphics but I do have plans to buy a degrated GPU...
Can you suggest me some cheap ones?

That's if you're using the iGPU, it'll take some of the memory. As @Godlygamer23 has mentioned.

Its not only about the System RAM but the VRAM too. 32bit is limited to the amount of Memory it can adress.

32bit is realisticly limited to 2-3GB or even less, depending on your Card.

64bit is a Musthave these Days.

I can download windows 10 can I download the 64 bit of it?

You really won't be getting far with only $100 unless you search on eBay or Craigslist for something.

There's nothing wrong with that.  You'll have a little future proofing with Windows 10 64-bit so it should work well when and if your obtain that beastly PC.
