Windows 8.1 always looked weird with Steam, but when I moved to Windows 10, Steam was silky smooth.

Eventually I had enough with Windows 10 with all the issues I was having, I went to Windows 8.1 again.

Steam now seems to be missing Vsync... and I'm talking about the program.

 

I'm not sure how this is, but when I'm scrolling, I see lines as if I didn't have Vsync on.

did you clean install windows 10 or upgrade
