The encoder is a dedicated section of the GPU, it doesn't take any resources from the main section of the GPU, so you don't gain anything by having a different GPU do it, even if it were possible.

Then why is it I get massive frame drops when recording or streaming on certain games with the dedicated encoder?

What CPU are you using? If it's a Pentium or i3 that is perfectly normal. For streaming, FX6, i5, FX8, i7 or Xeon

Only streaming, 2500kbps downscaled to 720p

 I normally get 50+ FPS in Fallout 4 modded, but if I stream NOPE NOPE! Down to low 30s same with FFXIV.

I'd bet at least one of your cores is >80% while streaming, which slows down the game.

FO4? What do you expect? That game is a horribly unoptimized port. The CPU load in that game is absurd.

Unfortunately, there's no way to do that.

EDIT: Some games are just unable to leverage more than one or two cores, doesn't matter if the others are idle.

(Besides upgrade the physical CPU)

 

Though 720p 30 FPS isn't that bad on twitch

A standard. If I did 3500kbps 1080p A few of my viewers can't watch. 

 

FO4 may be a bad port, But I suffer this problem even on some random pc exclusive games. DayZ, Arma3, Insurgency, and FFXIV. 

 

Also If FO4 has this problem than shouldn't there be a mod for it? It's been out awhile.

DayZ uses 1 core
Arma uses 1-2 cores
Insurgency I don't know
FFXIV is also CPU-intensive. Try a game like Witcher 3

An i7 would really get you much better performance for streaming.

Oh yeah witcher was another bad one. Not even modded or recording etc, I can't keep a stable FPS in some areas with hair physx off. Like wtf?

That might be on your 950 - 950 can't run Witcher 3 above 40fps really
