the i5 is 4cores 4threads and 3,40ghz boost

the xeon is 4cores 8threads and 3,80ghz boost

 

i would really go for the xeon. its better for gaming and rendering and just way better value. after that you can worry about the ssd

I'm plainning to upgrade my CPU soon. Budget is around $350 but if is spent all of it I wounldn't have enough for an SSD. I was looking at the Xeon E3 1231 V3 but the price is around $320 CAD. The i5 4460 is only $250 Canadian. Would the performance gains of the Xeon be worth it. I use my PC mainly for gaming. Also my current CPU is an i3 4170. Would an i5 4460 be much of an upgrade?

I think the performance increase from a better CPU is substantially more important than getting an SSD.
Max out your CPU and worry about the SSD later.

Xeon and a SSD... Xeon now, SSD later because prices continually keep dropping on the SSDs. I'd recommend a nice Samsung 850 Evo or a Hyper X Predator if the prices drop on the predator (they should drop some since the Samsung 950 Pro kind of took its spot as one of the nicer m.2/pci-e cards out there), If the Hyper X Predator isn't a lot cheaper than the 950 Pro then go ahead and spend the money for the 950 Pro whenever you have those funds as it is hard to beat right now.
