500w maybe even a 430w, but better to keep some room in case you decide to upgrade to a better card and/or overclockable cpu since you have a z97 board but not a k-series chip

agree with the evga, g2 if possible, though most evga psu's are fine just dont buy an off brand just cause its cheap

What is the recommended amount of watts for a power supply with the following

 

intel core i5 4690

gtx 960

1tb hard-drive

msi gaming 3 z97 motherboard

8gb ram

optical drive 

stock cpu fan

500W - 550W PSU. EVGA recommended. 

Your system will use much less than that, but 550W models are usually high quality and have a low price. 

5800X3D - RTX 4070 - 2K @ 165Hz

The entire system will use around 200W under load so use that however you may. I'd suggest a Seasonic S12. Good enough for your system and should work well.
