The power supply should be the "RMI" version and not the "RM" version. You could cheap out on stuff like the case and remove a SSD if you wanted to get the R9 390X. You could also change the R9 390 to the GTX 970 but thats up to you. The build theme is red and black. Slightly over budget.

Whether or not to get that SSD is a matter of morals.

Get rid of the two GTX 950s. You should not be SLI'ing with those cards. One single stronger GPU is always the better choice.

Overkill PSU. I'd also get a better CPU cooler.

Seeing how your budget is $1500, I'd go for this:

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-6600K 3.5GHz Quad-Core Processor  ($323.98 @ DirectCanada)
CPU Cooler: be quiet! PURE ROCK 51.7 CFM Sleeve Bearing CPU Cooler  ($49.99 @ BestDirect)
Motherboard: Gigabyte GA-Z170XP-SLI ATX LGA1151 Motherboard  ($169.00 @ Vuugo)
Memory: G.Skill Ripjaws V Series 8GB (2 x 4GB) DDR4-2133 Memory  ($46.65 @ DirectCanada)
Storage: Samsung 850 EVO-Series 250GB 2.5" Solid State Drive  ($116.98 @ DirectCanada)
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive  ($63.98 @ DirectCanada)
Video Card: XFX Radeon R9 390 8GB Double Dissipation Video Card  ($416.79 @ Newegg Canada)
Case: Deepcool TESSERACT BF ATX Mid Tower Case  ($54.98 @ Newegg Canada)
Power Supply: EVGA SuperNOVA P2 650W 80+ Platinum Certified Fully-Modular ATX Power Supply  ($104.99 @ NCIX)

Its not worth it for the significant loss in quality and the premium feel that the others have got.

And that SSD is overkill.

One thing. The budget is in CAD, not USD. This build in Canadian dollars is about $1800. Well over OP's budget.
