So I have a non modular power supply and a case with zero cable management , not that im going to do it to this power supply but can you just cut un needed cables ,

Like who needs 4 molex?

you can, just make sure you insulate the ends so they dont short

Theoretically you can as long as you properly insulate all those connections or open the PSU and de-solder those extra wiring harnesses from the PCB board itself.

You can cut them down,  I would recommend opening the case and cutting out the specific wires you don't need and be sure to insulate whatever is left and still attached to the pcb.
