I'm looking to upgrade my machine in the next couple of months. Im keeping the budget at around $400.

  I currently have an FX 6300, with an Msi 760gma p-34 mb(with an R9 390x lol).

I'm looking at two options currently. An I5- 6400 ASRock z170 pro4s and 16gb of ddr4 or an i5-4690k or Haswell price equivalent and ASRock Fatal1ty z97.

Any suggestions?

I'd say the 4690K and a cooler, then you can OC.

I don't know if you have a SSD but I think it's a must have even starting with a 120g to start with.  I've upgraded to a 480g now and I think it's the # 1 upgade if you dont have it

No, that processor is bottlenecking his 390X hardcore. That should be #1 priority.

I do. A Crucial Mx200 500gb. This is an Air 540 case so most of my drives are behind the MB

I lost my r9 280 due to backfeed  when I lost the Neutral in my home electric. I liked  the price of the 390x.

For a clarification both of those builds also include a Hyper 212 evo. I know I have plenty of room for water cooling,  but this is an air flow case and I could care less about fan noise. There is no way that I'm gong to hear a case fan over a window mounted AC anyway.lol
