One of my friends wants a new computer. He only wants to spend $600, but has a max of $650. Basically, he wants to play any game at high-ultra, medium if not high. He doesn't need a monitor, mouse, keyboard, or operating system. To be honest, I have no idea where to start; kind of high requirements for this low of a budget.

Check out a R9 380 and Core i3 combo. Will max out games at 1080p in most cases

For $600 the psu should be fine, i have been using an evga 400w for a few months now an im still alive.

Dual Core i3, better off with a same priced 8370 and a 380.
