Help With Building A Pc Under $500 USD

Hey i am from Uganda and i would like some help building a powerful pc under $500 USD with like 16GB of ram, Quad core processor, 4GB / 2GB graphics card  capable of gaming at 1080p and some video editing work

Quad-core cpu and 2-4Gb video card is possible, but it is impossible to fit 16Gb RAM in 500$ then.

Also, have to take price differences in consideration. 500$ in there might not get even near the same as 500$ in US could get.

i don't need fast like DDR5 i could even go with DDR3 or DDR2 as long as its plenty and the currency i am using is in US Dollars which is like 1.5m in my Currency, if you have any helpful links i would very much appreciate it
