I am looking to build a PC that can handle games, media consumption and I am looking to get into app/custom ROM development as well, with the maxiumum budget of £700, ideally around £600.

Sub 700 pounds easy.

It's good, but ideally want a z97 motherboard and the GPU isn't the best bang for the buck IMO, thanks though!

Was going to recommend a 1231v3 with a B85 board, but you seem set on Z97.
