2 different soundcards/DACs should have identical effectiveness with positional audio if they are both running in stereo right?

I read one a different forum that the SoundBlaster ZxR has really good positional audio compared to other soundcards and it is unclear if they were talking exclusively about the different techniques for virtual 7.1 or (SBX vs Dolby in this case) or in overall use (stereo).

just ignore that, creative sound cards are pretty bad, and they colour the sound a lot

They are talking about SBX I have no doubt about that. The positional effect I get in stereo is the same as I get on a modi/magni driven by USB.
