Not true at all. My CPU is more powerful than yours, it has 2 more cores and 4 more threads. Also the Cryorig H5 is an excellent CPU cooler, it will handle a decent 4.5GHz overclock on the 5820K no problem. Even at stock a 5820K will outperform a 6700K.

Not sure where you are getting oc data to support the claim. http://www.hardocp.com/article/2015/09/16/cryorig_h5_ultimate_cpu_air_cooler_review/3#.VvHrccv2aUk and http://www.hardwareslave.com/reviews/hardware/cooling/cryorig-h5-ultimate-cpu-cooler-review/4/ certainly suggest that 4.5GHz on a 140W cpu is unlikely with an H5 Ultimate.

Um, the review you showed me of the H5 ultimate showed it beating AIO liquid coolers with 120MM/220MM rads...

As for the 4.5GHz, I will admit that was data I estimated, but I seem to be corrected. However, the review does show that it is an excellent cooler that will keep a 5820K cool fine.
