I have a few old CPUs lying around that I want to delid for fun.

How do I do it? they are pentium 4's 

Do I just take the top off, remove the old paste, then put mine on? What do I do to put it back on?

very old and abused 478 pentium4s can be delidded and ihs can be removed altough you wont able to remove the solder on core die since it dries so fast once you take the ihs off (note its not liquid its not hard either its bit like a jelly but it dries out)

Ivy Bridge and Haswell are the only CPUs that use thermal paste.  All other CPUs have the heatshield soldered on.  When you delid Ivy Bridge and Haswell you don't get it to stick back on again.  You put it in place and the pressure of the socket and the cooler hold it in place.

Socket 478 chips de-lidded make great keychains!

 

I got boxes and boxes of Celerons that were gonna be thrown out in favor of actual P4's... De-lidded them, and sold them to people as keychans for  few bucks at lan partys.

 

None of the ones I endcountered were soildered on, just take a blade screwdriver put it on the edge of the lid, give it a wack with something heavy, and it should just pop off.

I dont think you can Delidd the older CPUs as they are soldered on. But you can still destroy it if need be for your sadistic enjoyment.
